MOSCOW, OCTOBER 8, 2025 (GPN): — The Embassy of the Kingdom of Bahrain in Moscow became the venue for a distinguished diplomatic and cultural evening as prominent Russian statesman Abusupyan Magomedovich Kharkharov, former Deputy Prime Minister of the Republic of Dagestan, hosted a reception to celebrate the birthday of the President of the Russian Federation, Vladimir Putin.
The event, held in association with the BRICS Culture Media Forum and The Times of Russia, was marked by an atmosphere of unity, respect, and cultural exchange. It brought together diplomats, parliamentarians, business leaders, artists, and representatives of international organizations, underscoring Russia’s commitment to peace, dialogue, and friendship with its global partners.
Among the distinguished guests were Dr. Ahmed Abdulrahman Al-Saati, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Bahrain to the Russian Federation; H.E. Walid Hamed Shiltagh, Head of the Representative Office of the League of Arab States in Russia; Andrey Svintsov, Member of the Russian Parliament and Head of the Russian–Bahrain Inter-Parliamentary Friendship Society; Yuri Rouzum, a respected Russian cultural figure; and Alexander Viktorovich Ionov, Russian businessman and political figure based in Moscow.
Their presence emphasized the diplomatic and cultural significance of the occasion, as the gathering celebrated not only a national leader but also the values of stability, cooperation, and national pride that have come to define Russia’s place on the world stage.
In his address, Abusupyan Kharkharov spoke about the deeper meaning behind the celebration, describing it as “a day to honor courage, wisdom, and unity.”
“President Putin’s leadership represents resilience and balance in an increasingly divided world. His vision for a strong and peaceful Russia inspires millions, and today we express our collective respect and loyalty,” Kharkharov said.

Born on January 3, 1967, in Dagestan, Abusupyan Kharkharov has built a multifaceted career as an economist, entrepreneur, and statesman. A graduate of Dagestan State University’s Faculty of Economics and a Doctor of Economic Sciences, he has made lasting contributions to regional development and infrastructure.
As General Director of the Makhachkala Sea Commercial Port from 1998 to 2010, Kharkharov oversaw a major expansion that transformed the port into one of the Caspian region’s key trade hubs, increasing cargo turnover from 80,000 tons to more than 7 million tons. He also initiated the establishment of a strategic railway ferry link between Makhachkala, Turkmenbashi, and Aktau, enhancing maritime trade across the Caspian Sea.
His influence extended into the oil and gas sector through the founding of MAKTREN-NAFTA, Russia’s first liquefied gas transshipment port, and into telecommunications with the establishment of Dagtelecom, which later merged with MTS. Kharkharov also served as Deputy Chairman of the Government of Dagestan between 2013 and 2016 and later as Advisor to the President of the Republic. He currently heads the Board of Directors of Kvadrat Holding, leading projects in industry and infrastructure.
Beyond business and politics, Kharkharov is deeply committed to education and philanthropy. He founded the NOU Safinat School and the Safinat Kindergarten, which together serve hundreds of students in Dagestan. A devoted family man and father of eight, he frequently stresses that education, moral values, and unity form the foundation of a strong nation.
The reception at the Embassy of Bahrain served as a powerful reminder of the enduring bond between Russia and its partners in the Arab world. Dr. Ahmed Al-Saati, in his remarks, praised the deepening relations between Bahrain and Russia and expressed optimism about further cultural and economic cooperation.
As the evening concluded, guests raised a toast to President Vladimir Putin’s health and to continued peace and prosperity for Russia.
