TODAY’S TOP NEWS: 24 SEPTEMBER, 2020 (GPN)

NATIONAL NEWS:

1. *Rajya Sabha on Wednesday passed Foreign Contribution (Regulation) Amendment Bill 2020* ; The Bill amends the Foreign Contribution (Regulation) Act 2010 (FCRA 2010) to make several new provisions; The FCRA Bill has already been passed by Lok Sabha on Monday and will now be sent to President Ram Nath Kovind for his assent.

2. *The FCRA regulates the acceptance and utilization of foreign funds by individuals* , *associations and companies* among other provisions, the bill proposes to enable the Centre to allow an NGO or association to surrender its FCRA certificate. It also proposes that not more than 20 per cent of the total foreign funds received can be spent on administrative expenses. Presently, the limit is 50 per cent.

3. *The Congress has decided to launch a nationwide protest from Thursday against the two agricultural reform bills* passed by Parliament recently. The two bills – the Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill, 2020 and the Farming Produce Trade and Commerce (Promotion and Facilitation) Bill, 2020 – were passed by the Rajya Sabha despite uproar and strong protest by the Opposition parties in the house.

4. *PM Modi chaired a high-level virtual meeting with the Chief Ministers of seven COVID-19 high burden states and UT* to review the status and preparedness of COVID-19 response and management.

5. The meeting was attended by Home Minister, Defence Minister, Health Minister, Chief Ministers of Andhra Pradesh, Tamil Nadu, Karnataka, Maharashtra, Delhi, Punjab and Uttar Pradesh along with respective Home Ministers, Health Ministers, Chief Secretaries, Health Secretaries, Home Secretaries and DGPs.

6. *Parliament passes bill to declare five new IIITs in Surat, Bhopal, Bhagalpur, Agartala and Raichur* as institutes of national importance, enabling them to award degrees.

7. *Parliament also passes bills :*
(a) To set up the *Rashtriya Raksha University* in Gujarat.
(b) *Homoeopathy* Central Council (Amendment) Bill, 2020
(c) *Indian Medicine Central Council* (Amendment) Bill, 2020
(d) *Essential Commodities (Amendment) Bill;* cereals, pulses, oilseeds, edible oils, onion and potatoes removed from list of essential commodities.
(e) *The Banking Regulation (Amendment) Bill, 2020* ; cooperative banks brought under the supervision of RBI

8. *Minister of State Railways Suresh Angadi passed away due to COVID-19.* The 65-year-old politician hailing from Karnataka had tested positive for the novel coronavirus on September 11.

9. *FAU-G game download APK is fake, as it will not launch till October:* Just a few days after the ban was imposed on PUBG Mobile, Akshay Kumar announced a new game named FAU-G (Fearless and United — Guards) as a desi replacement. This multiplayer title is being developed by the Bengaluru-based game developers and publishers, nCore Games.

10. *Former Bihar Director General of Police (DGP) IPS officer Gupteshwar Pandey, who stepped down as Bihar police chief on September 22, on Wednesday announced his entry into politics* . He added that the final decision of his political future remains with the people of Buxar.

11. *The Golden Girl* : *Rafale squadron’s 1st woman pilot is Varanasi’s Flt Lt Shivangi Singh:* Commissioned into the IAF in 2017 as part of the second batch of women fighter pilots, Varanasi native Flt Lt Shivangi Singh is currently undergoing conversion training and will shortly become a formal part of the 17 Squadron, ‘Golden Arrows’ in Ambala.

12. *Air Marshal MM Singh,* *one of the highly decorated veterans of the Indian Air Force (IAF)* *passed away* on Tuesday in Chandigarh. He was 89 years old.

13. *Defence Research Development Organisation test fired an indigenously developed LASER guided anti-tank guided missile (ATGM) from Ahmednagar,* Maharashtra. The missile was fired from MBT Arjun tank.

14. *Bollywood actress Deepika Padukone, who is in Goa for a shoot, is currently seeking legal advice through video conferencing with a 12-member team in Mumbai after the Narcotics Control Bureau summoned her in the ongoing Bollywood-drug probe* , as per sources Meanwhile, Shraddha Kapoor, Rakul Preet Singh, Sara Ali Khan, Shruti Modi, Karishma Prakash, and Simone Khambata, have also been summoned by the Narcotics Control Bureau on Wednesday in the ongoing Bollywood-drug probe. While Rakul and Simone have been summoned for September 24, Deepika (who is currently in Goa for a shoot) will join the probe on September 25.

1) एक लड़की अपने होने वाले मंगेतर को अपने मम्मी पापा से मिलाने के लिए घर लेकर आयी, खाना खाने के बाद लड़की की माँ ने अपने पति से कहा,”कुछ लड़के के बारे में पता करो।”

लड़की के पिता ने लड़के को अकेले में बुलाया और उससे बातचीत करने लगे।

लड़की के पिता ने पूछा, “तो तुम्हारा प्लान क्या है?”

लड़का: मैं रिसर्च स्कॉलर हूँ!!

“रिसर्च स्कॉलर बहुत अच्छे तो तुम मेरी बेटी को एक सुन्दर सा घर कैसे दे पाओगे जिसकी उसे आदत है?”, लड़की के पिता ने पूछा।

लड़का: मैं पढ़ाई करूँगा और भगवान हमारी मदद करेंगे।

लड़की का पिता: और तुम किस तरह उसके लिए सगाई कि अंगूठी खरीदोगे जिसके योग्य वो है?

“मैं और ज्यादा ध्यान से पढ़ाई करूँगा बाकि भगवान हमारी मदद करेंगे”, लड़के ने कहा।

“और बच्चे उन्हें कैसे पालोगे?”, लड़की के पिता ने कहा।

लड़का:चिंता मत कीजिये सर भगवान कोई न कोई रास्ता निकाल ही लेगा।

और हर बार जितनी बार लड़की के पिता ने कुछ भी पूछा, तो लड़के ने कहा कि कोई न कोई रास्ता भगवान निकाल ही लेगा।

बाद में लड़की की माँ ने लड़की के पिता से कहा, ” ये सब कैसे होगा जी?”

लड़की के पिता ने कहा, “पता नहीं, उसके पास न कोई नौकरी है न कोई प्लान पर अच्छी खबर ये है कि वो मुझे भगवान समझ रहा है।”

2) एक समय की बात है, करंटपुरा नामक कस्बे में दो दोस्त रहा करते थे। पहला जबर्दस्त पियक्कड़ और दूसरा भला इंसान। दूसरा हमेशा पहले को समझाता रहता था।

कुछ समय बाद दूसरा दोस्त कामकाज के सिलसिले में कस्बे से शहर जा पहुंचा। कुछ समय कमाई-धमाई की, फिर वापस गांव लौटा। अपनी नई साइकिल के पैडल मारते हुए सीधे अपने दोस्त के घर पहुँचा। पहला हमेशा की तरह धुत्त मिला।

दूसरे ने पूछा, “और क्या चल रहा है?”

पहला बोला, “कुछ नहीं बस, पी रहे हैं.. जी रहे हैं… तुम सुनाओ।”

दूसरा बोला, “बस, बढ़िया, शहर में कामकाज चल निकला है। साइकिल खरीद ली है, तुम साले सुधर जाओ।”

और पैडल मारते हुए वापस शहर की तरफ निकल लिया।

कुछ दिनों बाद फिर शहर से कस्बे में पहुंचा। इस बार स्कूटर पर था। सीधे दोस्त के घर का रास्ता लिया। वहां फिर वही क्या चल रहा है? वही पी रहे हैं, जी रहे हैं… सुधर जाओ टाइप बातें हुईं। फिर दूसरे ने स्कूटर को किक लगाई और फिर शहर की दिशा में वापस हो लिए।

इस बार दूसरा कुछ महीनों बाद कस्बे में पहुंचा। इस बार कार में था। सीधे दोस्त के घर का रास्ता लिया। पता चला कि वो घर पर नहीं हैं, खेत गया हुआ है। तो दूसरे ने कार सीधे खेत की दिशा मे दौड़ा दी। वहां पहुंचा तो देखता क्या है कि पहला खेत के बीचों-बीच खाट पर बैठ पी रहा है। पास में ही एक हेलिकॉप्टर खड़ा है। दूसरा सीधे अपने दोस्त के पास जा पहुँचा और वही पुरानी बातचीत शुरू हो गई, “और क्या चल रहा है?”

पहला दोस्त एक राजनेता था जिसने कभी कर
नहीं चुकाया

पहला बोला, “बस, कुछ नहीं यार, वही पी रहे हैं, जी रहे हैं… पीते-पीते बोतलें ज्यादा इकट्ठी हो गईं तो बेचकर हेलिकॉप्टर खरीद लिया और पार्किंग के लिए खेत भी खरीद लिया है, और तुम सुनाओ।”

दूसरा वहीं बेहोश हो गया।

6) एक सिंधी दुकानदार की बाजार में छोटी सी मगर बहुत पुरानी दुकान थी।

ऊसकी दुकान के बगल में एक बिल्ली बैठी एक पुराने गंदे कटोरे में दूध पी रही थी।

एक बहुत बड़ा कला पारखी दुकान के सामने से गुजरा।

कला पारखी होने के कारण जान गया कि कटोरा एक एंटीक आइटम है और कला के बाजार में बढ़िया कीमत में बिकेगा।

लेकिन वह ये चाहता था कि सिंधी को इस बात का पता नहीं लगे कि उनके पास मौजूद वह गंदा सा पुराना कटोरा इतना कीमती है।

उसने दिमाग लगाया और सिंधी से बोला, “लाला जी, नमस्ते, आप की बिल्ली बहुत प्यारी है, मुझे पसंद आ गई है। क्या आप बिल्ली मुझे देंगे? चाहे जो कीमत ले लीजिए।”

सिंधी ने पहले तो इनकार किया मगर जब कलापारखी कीमत बढ़ाते-बढ़ाते दस हजार रुपयों तक पहुंच गया तो वो बिल्ली बेचने को राजी हो गया और दाम चुकाकर कला पारखी बिल्ली लेकर जाने लगा।

अचानक वह रुका और पलटकर उस से बोला, “लाला जी बिल्ली तो आपने बेच दी। अब इस पुराने कटोरे का आप क्या करोगे? इसे भी मुझे ही दे दीजिए। बिल्ली को दूध पिलाने के काम आएगा। चाहे तो इसके भी 100-50 रुपए ले लीजिए।”

सिंधी ने जवाब दिया, “नहीं साहब, कटोरा तो मैं किसी कीमत पर नहीं बेचूंगा, क्योंकि इसी कटोरे की वजह से आज तक मैं 50 बिल्लियां बेच चुका हूं।”
